A graduate of the University of Alaska Anchorage with a Bachelor of Business Administration in Marketing and Management, Tim Dudley began his career in the construction industry in June 1997 with QAP, starting as a laborer and advancing through the organization over time.
In 2010, he took on the role of Construction Manager at SECON, and in 2011, he was promoted to General Manager, leading operations and contributing to the company’s continued growth and project delivery.
In 2023, Tim was promoted to Vice President of Colaska. The following year, he was named President and Major Projects Director of Colaska, where he leads large-scale, complex infrastructure projects across Alaska while supporting teams across the organization. In this role, he is focused on driving operational excellence, maintaining a strong safety culture, and fostering collaboration across Colaska’s business units.

A graduate of the University of Alaska Fairbanks, Megan Stepovich has built her career with Emulsion Products Company (EPC), where she has been a dedicated member of the team since May 2010.
Over the course of her career, she has held roles in Accounting and Health, Safety, and Environmental (HSE) functions, developing a strong, well-rounded understanding of EPC’s operations and the role its products play in Alaska’s infrastructure. In 2023, she was promoted to Assistant General Manager, and in 2024, she advanced to General Manager, where she now leads EPC’s operations and strategic direction.
As General Manager of Emulsion Products Company, Megan oversees the production and delivery of liquid asphalt products, including emulsion binders, polymer-modified binders, and other bituminous materials essential to roadway construction and pavement preservation. She is focused on maintaining high standards of quality and performance, advancing safe and efficient operations, and supporting innovative solutions that help extend the life of infrastructure across Alaska.

Kris Jensen holds a degree in Business Management from the University of Phoenix and brings more than 25 years of experience in heavy civil construction. He joined Colaska in 2015 with QAP, where he took on roles including Area Manager, Superintendent, and Estimator, building a strong foundation in operations and project delivery.
Earlier in his career, Kris served in leadership roles with Lurre Construction and Granite Construction Company, where he managed a wide range of civil construction projects, including highway, site development, and utility infrastructure work.
Kris also supports the development of Alaska’s future workforce as an Adjunct Professor at the University of Alaska Anchorage, helping prepare construction management students for industry careers.
As General Manager, Kris leads operations for Exclusive Paving and University Redi-Mix, overseeing project execution, estimating, and resource management across both business units. His leadership supports high-quality paving and ready-mix solutions that play a key role in delivering infrastructure projects across central Alaska.

Todd Porter was born and raised in Anchorage, Alaska, and is a graduate of the University of Alaska Anchorage, where he studied business administration, economics, and project management.
He joined QAP in 1993 as a general laborer, pipe layer, and grade-checker, and progressed through a variety of roles including estimator, project manager, and general manager, building a deep, hands-on understanding of operations across the company.
Since becoming General Manager of QAP/AggPro Anchorage in 2012, Todd has overseen more than $2 billion in revenue, leading large-scale infrastructure and construction projects across Alaska. In his role, he is responsible for overall operations and strategic direction, supporting project delivery, team development, and long-term growth. Todd is focused on maintaining high standards of quality and performance, advancing safe and efficient operations, and ensuring QAP/AggPro Anchorage continues to deliver essential infrastructure that supports communities across the state.

Brian Maller earned a degree in Business Marketing and Management from the University of Alaska Anchorage and began his career in construction in Southeast Alaska while still in high school, gaining hands-on experience that continued through his college years.
He joined the company in 2013 as a Heavy Equipment Operator, working on remote infrastructure projects across the region. In 2015, he transitioned into a Project Engineer role and later advanced to Project Superintendent, where he led complex, logistically challenging projects throughout Southeast Alaska.
Through progressive leadership roles and a strong foundation in both field operations and business management, Brian has built extensive experience in heavy civil construction and regional project delivery.
As General Manager, Brian leads operations for SECON and Southeast Roadbuilders, providing overall operational oversight across the region. He is focused on delivering high-quality infrastructure projects in challenging environments while supporting strong teams, safe operations, and continued growth throughout Southeast Alaska.

Bonnie DeLapp serves as Human Resources Director for Colaska, bringing more than 25 years of experience across human resources leadership in complex, highly regulated industries.
Throughout her career, Bonnie has supported organizations in the energy, drilling, aviation, industrial services, and heavy civil construction sectors. She has held leadership roles focused on employee relations, organizational effectiveness, and workforce strategy, partnering closely with executive teams to guide change and ensure compliant, business-aligned people practices.
Bonnie holds a Bachelor of Science in Business with a minor in Human Resources from Wayland Baptist University and an Associate of Liberal Arts from the University of Alaska Anchorage.
In her current role, Bonnie oversees HR operations for seven companies across Alaska, working closely with leadership to strengthen organizational performance, navigate workforce challenges, and support sustainable growth. She is a Certified Professional of the Society for Human Resource Management (SHRM) and actively contributes to industry advancement through her involvement with the AGC Workforce Development Committee and the University of Alaska Anchorage Construction Management Board.

Chris Robison joined Colaska and Colas USA in July 2025 as In-House Counsel, bringing experience in public sector law, litigation, and regulatory matters.
Prior to joining the organization, Chris served in multiple legal roles with the State of Alaska Department of Law. From 2021 to 2025, he held positions including Assistant Attorney General and Chief Assistant Attorney General in the Human Services Section, focusing on litigation and complex legal matters. In 2025, he served as Director of Legal Services, overseeing training, resources, infrastructure, appeals, and litigation.
Chris earned his Juris Doctor from Texas Tech University and holds an undergraduate degree from Southwestern University.
As In-House Counsel for Colaska, Chris provides legal guidance and support across the organization, working closely with leadership and business units on contracts, risk management, and regulatory compliance. He plays a key role in protecting the company’s interests while supporting responsible growth and successful project delivery across Alaska.

Joel Webb joined Colaska in 2006 and brings extensive experience in construction operations, risk management, and safety leadership. He began his career with the company in project management roles before advancing into senior leadership positions within the organization.
From 2007 to 2011, Joel served in a leadership role with Exclusive Paving, where he oversaw operations, project management, and strategic growth initiatives. He later expanded his experience as a Construction Manager with Barrett Industries in Ohio from 2011 to 2013, leading large-scale construction operations and strengthening his expertise in business management and risk mitigation.
In 2013, Joel returned to Colaska as Director of Risk Management, where he has led the development and implementation of company-wide risk strategies, working closely with leadership and operational teams to identify, assess, and mitigate risk across the organization. He holds an Associate DBIA designation and is a Certified Risk Manager (CRM).
As Director of Safety and Risk Management, Joel leads safety initiatives focused on protecting employees and strengthening a proactive safety culture across Colaska’s operations. He is committed to risk prevention, regulatory compliance, and continuous improvement, helping ensure teams work safely and return home unharmed every day.
Shannon Hayden

Shannon Hayden has been a key member of the Colaska family of companies since 1990, bringing decades of construction and equipment experience to his role. Prior to Colaska's acquisition of QAP, he had already established a strong foundation in the industry and has continued to contribute to the company's growth and success throughout his career.
Shannon began his career as a laborer and has held a variety of positions over the years, gaining firsthand experience in field operations, project support, equipment management, and leadership. His broad background has provided him with a practical understanding of the people, equipment, and processes that drive the business.
As Vice President of Equipment, Shannon oversees the management, maintenance, and utilization of equipment across Colaska's operations. He is responsible for ensuring the company's fleet is operating safely, efficiently, and reliably to support projects throughout Alaska. Shannon works closely with teams across the organization to maximize equipment performance, support operational needs, and maintain the resources necessary to deliver quality projects for customers and communities across the state.

Jeff Jenkins joined Colaska in 2022 through its Secon entity as a Business Development Manager, where he focused on building strong relationships, understanding client needs, and aligning Colaska’s capabilities with long-term infrastructure opportunities. This role provided valuable operational insight into how Colaska’s companies deliver complex projects across Alaska while maintaining high standards of safety, quality, and performance.
Prior to joining Colaska, Jeff served for eight years as Chief of Contracts for the Alaska Department of Transportation, where he oversaw contracting strategies and supported the delivery of public infrastructure projects across the state. He also held a Contracts Administrator role with a contractor in Juneau, further strengthening his experience in procurement, compliance, and project delivery.
In 2024, Jeff transitioned to Colaska’s corporate team, where he now serves as Director of Operations and Development. In this role, he supports operational planning, project development, and business growth across the organization, working closely with leadership and business units to advance collaborative strategies and long-term opportunities.
With a strong focus on execution and partnership, Jeff plays a key role in aligning teams, strengthening contract and delivery approaches, and supporting successful project outcomes across Colaska’s operations in Alaska.

Fred Cole joined Colaska in 2026 as Senior Quality Control and Technical Services Director, bringing more than 30 years of experience in asphalt materials, quality control, and technical leadership.
Throughout his career, Fred has held senior quality control leadership roles in Chicago, St. Louis, and Portland, as well as asphalt plant division management roles in both Chicago and St. Louis. His experience spans asphalt production, mix design, and quality assurance, supporting high-performance materials and consistent project delivery across a wide range of markets.
Fred holds Associate degrees in Civil Engineering and Mechanical Engineering, along with extensive technical certifications, including IDOT Level III Superpave Mix Design, Missouri Superpave, NCAT Superpave Mix Design School, and Oregon Asphalt Paving Inspector certification.
In his role at Colaska, Fred leads quality control and technical services across the organization, focusing on asphalt materials, mix performance, and process consistency. He is committed to maintaining high standards of quality, supporting innovation in materials and design, and ensuring reliable, durable infrastructure solutions across Alaska.
